CRESTVIEW/BELVEDERE/HIGHLANDS/SANITARY SEWER PROJECT

4-13-12 - After first receiving EPA Findings and Orders in 1982, the funding has been finalized and the bids are awarded… construction is finally here!  Rudzik Excavating, Inc. of Struthers will be doing the sewer line installation; Utility Contracting, Inc. of Youngstown will build the (7) pump stations for the project.  The Notice to Proceed has been issued to both contractors, and construction is expected to start in late April or early May, 2012.  The entire project is estimated to take ten (10) months to complete.  Residents will be notified by mail when they are expected to connect to the new sewer line.  Please check back for meeting notifications and more information as it becomes available.

Project Costs – Common Questions

How much are we going to have to pay?

Tap fee is $6,500 per structure.

 

When do we have to sign up and pay by?

The $6,500 can be paid up front in full, or placed on your monthly sewer bill.

The details of when the $6,500 is due and how much it will cost each month if you chose to place the cost on your sewer bill will be announced soon.

We estimate the cost to be $30-$50 a month if you place the cost on your bill. The date when you will be required to tap in will be announced once we finalize the funding.

 

How much will our sewer bill be?

Minimum monthly sewer bill is currently $44.75 for 0-3,000 gallons. See our “Rates” section.

 

Will there be other expenses?

Yes. You will have to pay for your septic to be pumped and collapsed, and you will be responsible for the line to connect your home to the county sewer line.

We recently sent out an informative letter which explains what you will need to do. Attached to the letter was a list of licensed drain layers (also posted here).

 

Project Construction

We plan to advertise for bids in the late summer/early fall of 2011.  Once construction begins, it will take approximately twelve (12) months to complete.

 

Wintersville Water Tank Project

The tank cleaning, painting and rehabilitation was completed in the fall of 2010.  Small site work remains and should be completed by the end of summer 2011.

 

Pottery Addition Sanitary Sewer Project

4-13-12 - Construction is underway!  Rudzik Excavating, Inc. of Struthers began work in February and is making great progress.  Substantial completed is expected by the end of July, with final completion by the end of October, 2012.

 

The $2.2 million sanitary sewer project includes the installation of a new sewage collection system for the Pottery Addition area, as mandated by the Ohio Environmental Protection Agency.  The project should go out for bid in late August/early September of 2011.  The tap-in fee for this system will be announced in the summer of 2011.  On this website for review and comment is an Environmental Assessment Report for the project area.

Brilliant Booster Station and Transmission Main Project

4-13-12 - The project design is complete and the permits have been submitted for approval.  Once funding is secured, we can go out to bid for construction.  We hope to be into construction late summer or early fall of 2012. 

 

This project includes the construction of a new pump station which has the capabilities of supplying the current and future demand of water to the southern portion of the County system.  Also a part of the project is the installation of a transmission main, which will convey the water to the County water tank in New Alexandria.  As of Spring 2011, the project design is 95% complete.  Once designed, we submit necessary permits and apply for funding.
