Updates as of April 2024: Construction
This rehabilitation project has entered into the construction phase. The contractor has mobilized their equipment to the tank sites and has began to fabricate steel and perform sandblasting to prep the tank surfaces for new paint coatings. The contractor expects to complete their work at the J Tank first through the spring and early summer, and then move to the Bloomingdale Tank once J Tank is complete. Construction is expected to wrap up by Fall of 2024.
Updates as of September 2023: Finding of No Significant Impact (FNSI) and Limited Environmental Review (LER)

Updates as of July 2023: Public Bidding
This rehabilitation project’s design has reached the 100% mark. The project is currently out for bid. Sealed Bids will be received by the Board of Commissioners of the County of Jefferson, State of Ohio, in their Office in the Courthouse, 301 Market Street, Steubenville, Ohio 43952, until 9:30 AM local time on July 27, 2023, at which time the Bids received will be publicly opened and read. Project Kickoff: January 2023
The J Tank is a 100,000 gallon double ellipsoidal elevated water storage tank constructed in 1970 within the JCWSD Service Area “J”. The structural integrity of the tank is sound, but there is damage to secondary structural members from ice build-up when the tank sprung a leak last winter. The tank is in need of a comprehensive repair and repainting project to address needed steel repairs, and safety, sanitary, vulnerability, and compliance upgrades. Planned improvements include replacement of the roof ventilator, new manways, upgrades to ladders and platforms, pit repairs, full blast, and replacement of interior and exterior coatings. A mixing system will be installed inside the tank. The cast iron watermain feeding the tank from the roadway will be replaced; a new gate valve and fire hydrant assembly will be added to allow draining of the tank; and a new sample tap will be installed at the site. The fence and gate will be replaced; and electrical improvements and exterior lighting will be installed.
The Bloomingdale Tank is a 300,000 gallon welded steel ground storage tank constructed in 1984 within the JCWSD Service Area “M”. The structural integrity of the tank is sound, but deficiencies associated with safety, security, sanitary, vulnerability and compliance need to be addressed. Repairs to be conducted include foundation repairs and coating, interior and exterior steel repairs, full blast and replacement of interior and exterior coatings, upgrades to ladders and cages, replacement of the roof vent, and replacement of the overflow pipe. A fire hydrant assembly will be installed to allow tank draining, new SCADA will be installed at the tank site and at the Belvedere Booster Station, and new exterior lighting and electrical improvements will be made.
Design on both of these tanks will progress through the spring of 2023, and the funding agency plan review period will occur over the summer. Construction on the project is anticipated to start in the fall of 2023.
