JCWSD Water Meter Replacement Project
June 2025: The implementation of the meter project has officially begun! New meters are on their way to the Jefferson County Service Center, where they will be programmed and prepared for installation. Over the coming months, we will be replacing all water meters throughout the County. If you have an indoor meter, our installers will contact you to schedule an appointment to access the meter. For outdoor meters, a contractor will visit your property to replace the meter at the meter pit. This process should take no more than one hour and will not require entry into your residence. If you have any questions, please don’t hesitate to contact the JCWSD. Thank you for your cooperation!
May 2025: The JCWSD has secured funding through the OWDA’s Fresh Water Loan Program for this project. The JCWSD is working with JCI to soon kickoff the project. Stay tuned for more information!
March 2025: The JCWSD and Johnson Controls have wrapped up the planning and design of the Water Meter Replacement Project. New water meters will be installed throughout the County. Advanced Metering Infrastructure, which will provide customers access to on-demand daily water usage, as well as assist the JCWSD in usage data collection, will also be installed. More information on this effort will be transmitted as the construction initialized and progresses over the summer months and into the fall. The JCWSD would like to thank all customers in advanced for their cooperation on this important project.
September 2024: The JCWSD has engaged with certified Energy Savings Performance Contractor (ESPC) Johnson Controls, Inc (JCI), to perform the various aspects of the ESPC Project. JCI was awarded the project after the successful evaluation of various respondents to the published RFQ. Information on the original RFQ can be found below. JCI is currently engaging in design discussions and planning, and will be starting the Investment Grade Audit in the coming months. The JCWSD expects to begin with meter replacements in 2025. This project will also include the testing and verification of large sized meters on the main lines within the distribution system. JCI and the JCWSD are also investigating the feasibility of leak detection networks and on-demand meter reads. More information will be posted on this Project Page in the coming months. Energy Savings Performance Contract for Water Meter Replacements
PROJECT DESCRIPTION
JCWSD’s current water meter system contains approximately 7,800 water meters. The meter population is rapidly aging, with around 1,200 of the transponders dead and 100 more meters per month failing. The Jefferson County Water and Sewer District (JCWSD) is seeking proposals from interested and qualified Energy Services Companies (ESCO) (“Respondent”) for the following project: Implementation of Guaranteed Revenue Enhancement and Water Loss Optimization using a Meter Replacement Project for the Jefferson County Water and Sewer District.
The resulting Water Meter Replacement Performance Contract will replace the existing meters with proper functioning new water meters.
SOQ RECEIPT AND OPENING
SOQ must be submitted to the Jefferson County Commissioner’s Office, 301 Market Street, Steubenville, OH no later than 10:00 AM on Thursday, July 11, 2024, where the respondent list will be publicly recorded and read.
